What 𗖛 means

It is indexed under “happy.”

Li Fanwen’s 2008 Tangut–Chinese dictionary entry 1821 appears under “happy” in an English index.

Why was Tangut script created?

To write Tangut and support the Western Xia state.

Emperor Li Yuanhao commissioned the script around 1036 for the Western Xia state and its Buddhist canon. It wrote the Tangut language, followed the neighboring Khitan people’s earlier script-building, and drew visual principles from Chinese writing without deriving from it. Tangut appears in official, private, and religious texts; use continued during the Yuan and Ming until the script became obsolete by the end of the Ming. Fonts may draw 𗖛 differently or omit it; its identity stays the same.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
