What 𗗄 means
It means “to add” in Tangut. Li Fanwen’s Tangut dictionary records this gloss.
Is 𗗄 Chinese?
No. It belongs to Tangut, a separate script. Its dense, square characters can resemble Chinese characters, but the writing systems are distinct and unrelated.
Tangut, also called Xixia, was created under the first emperor of Western Xia around 1036 to write the Tangut language, part of the Tibeto-Burman family. After Western Xia fell to the Mongols, the script remained in use during the Yuan and Ming dynasties; it had become obsolete by the end of the Ming dynasty.

1Why does 𗗄 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
