What 𗗊 means
A Chinese dictionary index pairs it with 憫. In Chinese, 憫 means pity or compassion; this is a meaning match, not evidence of shared origin.
Is 𗗊 Chinese or Tangut?
It is Tangut, a distinct script influenced by Chinese writing.
Western Xia ruler Li Yuanhao commissioned the script in 1036 for state-building and Buddhist translation. Tangut texts covered law, military affairs, classics and literature. Khitan scripts came earlier; Jurchen later. It survived into the Yuan and Ming periods.
A manuscript from the Khara-khoto site, probably from the 12th or early 13th century, preserves a secular translation.

1Why does 𗗊 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
