What 𗘝 means
It belongs to a special Tangut number form. In the Ode on Monthly Pleasures, a Tangut poem dated 1185, 𗉨𗘝 is the special two-character word for five. It begins the special name for the fifth lunar month: 𗉨𗘝𘘞𗳝.
The Tangut script was created in 1036 for the Western Xia state to write the Tangut language. Tangut numerals also appear on a stone pillar dated 1502.

1Why does 𗘝 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
