What 𗘬 means
A Tangut dictionary glosses it as “pavilion.”
It is a roofed building for rest or shelter, read as a word in Tangut text.
Is 𗘬 Chinese or Tangut?
It is Tangut, not Chinese.
Western Xia commissioned the script in 1036 to write Tangut and mark its identity. Tangut character design drew on Chinese, but the script remained separate. The neighboring Khitan people had created two scripts in the 10th century; Tangut rulers followed that example. The oldest dated Tangut writing may be from 1070/71. Tangut texts served government and Buddhist translation after Western Xia fell in 1227; a Buddhist inscription from 1502 is among the latest surviving traces.

1Why does 𗘬 show as a box?
Your font may not include Tangut glyphs. Try one with Tangut coverage; a box means your font cannot draw the character, not that 𗘬 is different.
