What 𗙳 means
No. Tangut is a separate script for a different language. Its square forms and the way its characters are built were inspired by Chinese writing, but this glyph is not Chinese.
Western Xia promulgated Tangut writing around 1036 to mark its state identity and write books, including Buddhist scriptures. Earlier scripts made by the neighboring Khitan people were a regional precedent. Tangut writing continued under Yuan and Ming rule before falling out of use. A fragment of a Tangut manuscript found at the Khara-khoto ruins in Inner Mongolia is dated to the 12th or early 13th century.

1Why does 𗙳 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
