What 𗚕 means
It is glossed as “all” in Tangut. Li Fanwen’s dictionary reconstructs its reading as “cha”: the “ch” in “church” followed by the vowel in “father.”
Tangut writing was created and quickly adopted as Western Xia’s official script around 1036, for administration, translation, and Buddhist printing. Its strokes resemble Chinese, but it is a separate script for another language; later examples appear on religious monuments, and scholars study surviving texts.
Historical and specialist; alone in a message, it reads as a Tangut text sample, not a clear reaction.
Chinese-like strokes do not give it a Chinese reading.

Questions people ask
1Why does 𗚕 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
