What 𗚡 means
It means “common people.” It belongs to Tangut, a script created for the Western Xia state's official and cultural writing. The Tangut dictionaries Sea of Writing and Homophones record it. It is not a character used in modern Chinese writing.
Why does the lower part sometimes have a dot?
The dot marks a disputed written form, not a second meaning. A Unicode paper from 2014 reports that dictionaries vary; every legible example it identified in primary texts was dotless. How the character was constructed remains uncertain.

Questions people ask
1Why does 𗚡 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
