What 𗚩 means
The pair 𗖰𗚩 means “sutra,” a Buddhist scripture. 𗚩 is its second character; this example does not establish a solo gloss.
Why was Tangut writing created?
To write Tangut for Western Xia’s court. The script entered government use in 1036. Accounts credit ruler Li Yuanhao with devising it and court official Yeli Renrong with developing it. It served government records and Buddhist translations. Its style drew on Chinese writing; Khitan influence is debated. An official Tangut document from 1072 is the earliest surviving transmitted example. Writing continued after Western Xia fell in 1227; a Baoding inscription dated 1502 is later evidence.

1Why does 𗚩 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
