What 𗚷 means
It means “note” or “letter.” A Tangut–Chinese dictionary gives its Chinese gloss as 箋; the Unicode name is a code-point label, not a Tangut reading.
Is Tangut related to Chinese?
It resembles Chinese writing, but Tangut is a separate script. The script was created around 1036 under the first emperor of Western Xia, a Tangut state, to write the Tangut language. After Western Xia fell to the Mongols in 1227, Tangut writing continued under the Yuan and Ming dynasties, becoming obsolete by the end of the Ming dynasty.

1Why does 𗚷 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
