What 𗚶 means
It is Tangut, from a separate script for the Tangut language.
The Tangut script was created about 1036 under Western Xia rule for state-building and Buddhist texts. It remained in use under Yuan and Ming rule before becoming obsolete. Its design drew on Chinese and Khitan writing traditions.
