What 𗜦 means
It is a Tangut character glossed “true” or “real.” The Tangut dictionary Wén Hǎi (“Sea of Writing”) lists it at entry 74.131 with lwi as its scholarly reading. Chinese 真 gives a meaning gloss, not the character’s Mandarin pronunciation.
Tangut was created for Western Xia government and Buddhist texts. Its design drew on Chinese writing and an earlier Khitan script, another writing tradition. Catalogues also place 𗜦 in a text about pronunciation, an inscription at Juyongguan, and a text about words that sound alike.
