What 𗝖 means
Alone, 𗝖 is assigned the short meaning “luxuriant.”
Scholars reconstruct its reading—the sound represented by the character—as khej. In a historical place name, the character instead serves as a transcription of a Chinese-derived name; the standalone meaning may not apply.
Why was Tangut writing created?
The Western Xia court created it for state-building and scripture translation.
The Tangut-ruled state of Western Xia created the script around 1036 under its first emperor. The court also produced a Tangut Buddhist Canon, a collection of scriptures.
Surviving texts include religious and secular works: Chinese translations, primers, military writing, and literature. A manuscript from the ruins of Khara-khoto probably dates to the 12th or early 13th century. Tangut writing continued after 1227, then became obsolete by the end of the Ming dynasty.
Why does 𗝖 look Chinese?
It follows Chinese visual conventions but belongs to a different script.
Tangut uses Chinese visual and compositional conventions, but it is a distinct writing system, not a set of Chinese character variants. Like neighboring Khitan script traditions, it also served as a native script that marked political identity. The resemblance does not make 𗝖 interchangeable with 開.
Historical and specialist; it belongs in writing about Tangut or in a quoted historical text.
In one historical place name, 𗝖 transcribes Chinese 開; that use does not make them interchangeable.

1Why do I see a box instead of 𗝖?
Your font likely lacks Tangut glyph coverage. Input can preserve the character while an unsupported font shows a box; switch to a Tangut-capable font.
