What 𗝟 means

Li Fanwen’s Xixia (Tangut) dictionary glosses it as “post.”

That short gloss does not settle the sense in a sentence; use the surrounding Tangut text.

Why was Tangut writing created?

It gave the Western Xia state a way to write Tangut.

Emperor Li Yuanhao ordered the script in 1036 as part of building the Western Xia state; one major aim was to translate Buddhist scriptures into Tangut. The neighboring Khitans, another people of the region, had made their own scripts earlier. Tangut forms drew inspiration from Chinese writing without deriving from it. A surviving manuscript, probably from the 12th or early 13th century, is a Tangut translation of a Chinese text.
