What 𗞭 means
A Tangut dictionary glosses 𗞭 as “to hold.”
That is a rough translation of a Tangut word; the surrounding sentence gives its exact sense. Tangut was the language of the Western Xia state, also called Xixia.
Is 𗞭 Chinese or Tangut?
It is Tangut, though the script drew on Chinese writing.
The Tangut script took shape under the first Western Xia emperor around 1036. Its earliest surviving example is an official document sent to a military official in Guazhou in 1072. The script served government records, translations and teaching, and it also expressed Tangut identity.
Its square forms reflect the Chinese writing tradition. A connection with Khitan writing has been proposed, but it remains unsettled. Tangut writing continued after the Mongol conquest into the Ming period, then became obsolete.
Why does 𗞭 show as a box?
Your font may not include a drawing for this Tangut character.
A font with Tangut coverage draws its strokes; without one, the character may appear as an empty box. The character's identity stays the same.
Historical and specialist; it belongs in discussions of Tangut writing and texts.
A Chinese-looking shape does not make this a Chinese character.

1Why does 𗞭 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
