What 𗟍 means
It means “to hold or carry in both hands.”
Li Fanwen’s Tangut dictionary lists this sense under entry 0816 and matches it to this exact character. For a one-character message, the dictionary sense is the safest starting reading.
Tangut writing was a Western Xia state project under Emperor Li Yuanhao, with its planned creation dated to around 1036 or 1037. It gave Tangut a distinct written form and supported translation of the Buddhist canon, a collection of sacred texts. Tangut also carried government, legal, Confucian, military, and literary works. A manuscript found at Khara-Khoto probably dates to the 12th or early 13th century.
Is 𗟍 a Chinese character?
No: it is Tangut writing, shaped partly by Chinese script.
The Tangut, also called Xixia, script represents the Tangut language of Western Xia. Its designers drew on Chinese writing and followed the earlier Khitan practice of creating state scripts, but Tangut developed as its own writing system.
Historical and lexical: it names an action in the Tangut language.
Chinese-like design does not make it a Chinese character.
