What 𗠣 means
It belongs to the Tangut script, which writes the Tangut language.
The Tangut reading bọ² is a scholarly approximation: a b sound followed by an o-like vowel; superscript ² marks tone category 2.
The Xixia script was created around 1036 under Western Xia ruler Li Yuanhao for state-building and Buddhist translation. Its visual forms drew on Chinese writing, but it remained a separate script.
Texts included Buddhist scriptures and Chinese classics, encyclopedias, military works, and literature in translation. Use continued under Yuan and Ming rule; it was obsolete by the end of the Ming dynasty.

1Why does 𗠣 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
