What 𗠯 means
It describes prompting another person to act. A Tangut dictionary gives its gloss as “to instigate.”
Tangut writing was created around 1036 for the Western Xia kingdom. A Tangut manuscript found at Khara-Khoto is undated but probably from the 12th or early 13th century.
Tangut writing continued under the Yuan and Ming dynasties, carrying Buddhist, Confucian, military and literary texts; it fell out of use by the end of the Ming dynasty. Chinese and Khitan scripts influenced its design, but Tangut remained a distinct writing system.
A font without Tangut coverage may show this text character as a missing-glyph box.
Is 𗠯 Chinese? No; it is Tangut. Chinese writing influenced its design, but it is a separate script.

Questions people ask
1Why does 𗠯 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
