What 𗤟 means
The dictionary gloss is “emissary.” It means a person sent to act on someone else’s behalf.
The Western Xia court commissioned Tangut writing in 1036 to support state government and translation, especially of Buddhist scriptures. A surviving manuscript from the 12th or early 13th century also contains a translation of a nonreligious work.

1Why does 𗤟 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
