What 𗥿 means
A Tangut dictionary glosses 𗥿 as “difficult.”
The Tangut script was created around 1036–1037 as part of the Western Xia rulers’ effort to build a state. Its creators followed the neighboring Khitan, a people whose rulers had developed two writing systems about a century earlier. Tangut characters can resemble Chinese characters, but belong to a separate script. Tangut texts include Buddhist translations, laws, and Confucian works. After Western Xia fell in 1227, Tangut Buddhist texts continued into the Yuan period; the latest datable Tangut material is from 1502.
