What 𗨨 means
It means “to circle” in Tangut.
Scholars reconstruct its reading as rʊo, approximately “ruo”; this word is read in Tangut texts, not decoded from the glyph’s strokes.
The script was created around 1036 under Western Xia’s first emperor for state-building and distinction from Song China. Modeled on Chinese and Khitan writing, it recorded Buddhist, legal, and other Tangut texts. It remained in manuscripts and inscriptions after the dynasty fell; the latest known inscription is dated 1502.
Historical Tangut vocabulary; the reading is reconstructed.
Chinese-script influence does not make 𗨨 a Chinese character.

Questions people ask
1Why does 𗨨 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
