What 𗪲 means
It is glossed as “to summon (for surrender).”
The Wén Hǎi (“Sea of Writing”), a Tangut dictionary organized by rhyme, lists this entry as 54.261 and dates to the 12th century.
Why was Tangut writing created?
It served a state and a distinct Tangut tradition.
Emperor Li Yuanhao introduced the Tangut script in 1036 as part of state-building and a distinct Tangut identity. It was meant to support a Buddhist collection of scriptures in Tangut, and it appears in official documents and translations from Chinese and Tibetan.
After Western Xia fell in 1227, the script remained in use for centuries; the last known example is dated 1502.
What does 𗪲 mean if someone sends it?
Treat it as a Tangut or history reference.
Its specific historical gloss does not make it a clear modern command. If the sender expects a response, ask what context they have in mind.
Historical and specialized; its dictionary gloss has a summons-for-surrender sense.
Its recorded gloss is too specific to serve as a generic “summon” command.

1Why does 𗪲 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
