What 𗫛 means
It is glossed as “to fill in.” Li Fanwen’s Tangut–Chinese dictionary maps 𗫛 to entry 3675 and gives that brief gloss.
The gloss is a starting point, not a complete translation: the surrounding Tangut sentence is needed to see how the word works.
How did the Tangut script develop?
Tangut writing was created around 1036. It gave the Western Xia, a Tangut-ruled state, its own written tradition and was used to translate Buddhist texts.
The script followed Chinese writing principles without being derived from Chinese; Khitan scripts were another precedent. Tangut writing carried Buddhist, classical, and secular works. Manuscripts discovered at Khara-Khoto in 1908–1909 helped scholars decipher it. Use continued through the Yuan and Ming periods before the script became obsolete.
A character from a historical script, suited to Tangut texts and historical-language study.
Chinese literacy alone will not decode 𗫛; Tangut is a distinct script.

1Why does 𗫛 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
