What 𗭭 means
It is a Tangut character, not a standard chat symbol.
The Sea of Writing records Tangut 76B21 as a dictionary head entry (the main character listed). An older Tangut-Chinese dictionary identifies the entry as 𗝪, but a Unicode proposal rejects that reading because the printed shape does not match the source.
This is a source-specific identification, not a modern English gloss. Read it with the edition's transcription and translation; a lone Tangut glyph does not supply the sentence's meaning.
Why was the Tangut script created?
It was made for state business, identity, and Buddhist texts.
In 1036, Western Xia ruler Li Yuanhao ordered the scholar Yeli Renrong to develop writing for Tangut, the kingdom's language. The script borrowed the square character style of Chinese writing but built its own characters. It served court correspondence and helped mark a distinct state language.
In 1038, the court formed a committee to translate Buddhist sutras into Tangut. The Western Xia fell in 1227, but Tangut Buddhist texts continued in print: a dated stone pillar from 1502 bears one. The script therefore outlived its state role in religious texts.
Historical and scholarly, not conversational.

2Does 𗭭 mean “small”?
No. “Small” translates a different character inside the dictionary explanation; it is not the translation of this entry.
Why does 𗭭 appear as a box?
A font without Tangut coverage can show a missing-character box. Choose a font that includes Tangut; the font changes the display, not the character.
