What 𗯖 means
A Tangut dictionary glosses 𗯖 as “to cut.”
The Tangut script was commissioned by Western Xia ruler Li Yuanhao for state use and became official in 1036. It served government and translations of Buddhist scriptures and Chinese classics; the latest known dated Tangut text is from around 1502. Those dates describe the script, not the first use of 𗯖.

1Why does 𗯖 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
