What 𗯚 means
It means “to do forced labor” in Tangut.
This is an action verb: the gloss describes someone doing the labor, not the labor system as an abstract idea.
Is 𗯚 Chinese?
No. It is Tangut, from a script distinct from Chinese.
The first Western Xia emperor had the Tangut script developed around 1036 for state writing, a distinct state identity, and a Buddhist canon—a collection of Buddhist texts. Its design drew on Chinese writing and the script used by the neighboring Khitan people, but Tangut remained its own script.
Tangut writing appears in Buddhist texts, official and private works, inscriptions, and literature. A manuscript from Khara-Khoto probably dates to the 12th or early 13th century.
Historical and scholarly; this is a rare character from a historical script.
If 𗯚 appears as a box, your font probably lacks Tangut support; the encoded character itself is unchanged.

Questions people ask
1Why does 𗯚 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
