What 𗰎 means
Its Tangut dictionary gloss is “to be worried about.”
Scholars reconstruct its reading as dźiew, using a Latin scholarly transcription. In one Tangut transcription of a Chinese name, it represented the surname 卓.
Tangut writing arose in the 11th century for administration and Buddhist translation under Western Xia (Xixia), a state in northwestern China. Its forms drew on Chinese and Khitan writing, yet recorded a separate language; Tangut texts continued after Western Xia fell.
Historical and scholarly; its meaning is opaque without Tangut context.

1Why does 𗰎 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
