What 𗰍 means
It is attested as a Tangut family-name character.
A tax receipt from Wuwei dated 1225 begins a person's family name with 𗰍. Scholars transcribe its Tangut reading as dźiew, roughly [dʑiew]: a soft, voiced “j” sound. This documents one use, not a general meaning for every appearance.
Why does 𗰍 look like Chinese writing?
It is Tangut writing, a separate script for the Tangut language.
Western Xia created Tangut for its own language and state culture around 1036, following the neighboring Khitan state's example of making a local script. It served state records, religious texts, private writing, and translations from Chinese and Tibetan.
Archival and scholarly; a lone message can read as a Tangut-text reference or a font test.
Don't assign it a reaction meaning from the glyph alone.

Questions people ask
1Why does 𗰍 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
