What 𗲌 means
It means “river” in Tangut.
The Tangut script was established in 1036 to serve the Western Xia (Xixia) state and translate Buddhist and Chinese works.
Surviving writings cover Buddhist, literary, military, legal, and economic subjects. After Western Xia fell, a Tangut community in Baoding used the script into the early sixteenth century.
Why does 𗲌 show as a box?
A missing Tangut font is the usual cause.
On browsers and mobile apps, a box or question mark can appear without a Tangut-capable font. A Tangut input tool—a keyboard offering Tangut character choices—can enter it; some code-based tools need a dictionary loaded to show candidates.

1Why does 𗲌 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
