What 𗳜 means
A Tangut dictionary glosses 𗳜 as “to regret.”
The label “Tangut Ideograph-17CDC” identifies the character, not its meaning. Tangut script history begins around 1036, when Western Xia ruler Li Yuanhao commissioned a script to build the state and distinguish it from neighboring Song China. Its design drew on Chinese writing but did not derive from it; the neighboring Khitan people's script-building was a model. Tangut served Buddhist translations, state records, and private and secular works. A Khara-khoto manuscript probably dates to the 12th or early 13th century; the script later became a subject of scholarship.
Why does 𗳜 show as a box?
The software needs a Tangut-capable font to draw it.
A replacement box signals a display limit; it does not change the encoded character.

1Why does 𗳜 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
