What 𗴎 means
It can name a kind of grass or render a Chinese sound.
Tangut is a separate language and script, inspired by Chinese writing. Here 黨 is a sound link, not a claim that 𗴎 is Chinese text.
Western Xia emperor Li Yuanhao ordered the Tangut script in 1036 to strengthen state identity and translate Buddhist scripture. It drew on Chinese forms and followed earlier script-making by neighboring Khitan states. It carried official records and Chinese books, and survived the state's fall in 1227; a Buddhist pillar at Baoding is dated 1502.
Historical and language-specific, not an emoji reaction.
Don't substitute it for Chinese 黨; this glyph belongs to Tangut.
