What 𗵛 means
It represents a Tangut word for ability, skill, or technique.
In Li Fanwen’s Tangut dictionary, entry 0137 is paired with Chinese 技 as a gloss. That helps explain its meaning; 技 belongs to Chinese writing and is not another spelling of 𗵛.
The Tangut script was developed around 1036 CE under the Western Xia, a Tangut kingdom, to write the Tangut language in government records and Buddhist texts; it also served the kingdom’s political identity. Its forms were influenced by Chinese and Khitan writing. Tangut writing remained in use after the Western Xia fell; the last known inscription is dated 1502.
