What 𗹷 means
Its dictionary gloss is “anger.” Li Fanwen’s 2008 Tangut–Chinese Dictionary lists 𗹷 as entry L2993; the English index gives that gloss.
Tangut was the language of the Western Xia kingdom. In 1036, its ruler Li Yuanhao ordered the script created to strengthen the state, record Buddhist scriptures, and express a distinct political identity. The neighboring Khitan people had made two scripts about a century earlier; one drew heavily on Chinese writing. Tangut script was visually inspired by Chinese writing but did not derive from it. Manuscripts from the Khara-Khoto ruins in Inner Mongolia, probably from the 12th or early 13th century, preserve Buddhist texts and Chinese works translated into Tangut.

Its Chinese-inspired form does not give it a Chinese meaning.

1Why does 𗹷 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
