What 𗺢 means
It means “recruit” or “enlist.” A Tangut-to-Chinese dictionary indexes it with 募, the Chinese verb for recruiting; the two glyphs are translation counterparts, not the same character.
Records credit Western Xia ruler Li Yuanhao with launching the Tangut script in 1036 and official Yeli Renrong with developing it into a usable system. Its characters follow Chinese writing patterns but represent another language, so Chinese readers cannot read them as Chinese. Tangut writing continued after Western Xia fell in 1227; a Buddhist inscription dated 1502 is later evidence.
A historical Tangut word, not a chat emoji.
Chinese-style strokes can mislead: this is Tangut, not Chinese.
