What 𗻢 means

“Report” or “repay,” depending on context.

Li Fanwen’s Tangut–Chinese dictionary pairs 𗻢 with the Chinese gloss 報; the sentence decides which sense fits.

Why was the Xixia script created?

To write Tangut, the language of the Western Xia state.

Introduced in 1036, the script is credited to ruler Li Yuanhao’s adviser Yeli Renrong. Its square style drew on Chinese writing but formed its own character set. Tangut texts included Buddhist, government, military and literary works; inscriptions attest use through 1502.

1

Why does 𗻢 show as a box on some devices?

Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
