What 𗾈 means
It means “virtuous person” or “sage” in Tangut.
The reconstructed Tangut reading is written [²mi'₁] in specialist notation. A dictionary gloss alone does not tell you what a sender intends.
Why was Tangut writing created?
To write Tangut for the Western Xia state.
Around 1036, Western Xia rulers ordered the script to write Tangut and mark the state’s independence from China. It served administration and Buddhist texts.
Tangut writing drew on Chinese traditions and developed alongside the state scripts used by the Khitan and Jurchen peoples. Manuscripts recovered at Khara-Khoto in 1909 renewed the study of Tangut.
Historical and scholarly; understanding its gloss requires Tangut context.
A bare 𗾈 does not prove the sender means “sage.”

Questions people ask
1Why does 𗾈 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
