What 𗾉 means
No; it belongs to the Tangut script, also called Xixia. The script echoes the square, brush-written style of Chinese, but it writes the Tangut language; this glyph is not a Chinese character.
Around 1036, the Western Xia court established Tangut writing for official records and as a sign of a distinct Tangut identity. It also carried Buddhist texts. After Western Xia fell in 1227, the script remained in use into the Ming era, becoming obsolete by the end of the Ming.

Questions people ask
1Why does 𗾉 show as a box on some devices?
Not every system ships a font for the Tangut block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
