What 𗿙 means
An imperial edict: a ruler’s formal order.
This is a Tangut word, not a Chinese character. Its square strokes can look familiar, but they belong to a separate script for a different language.
Why does Tangut writing look Chinese?
Tangut used Chinese-style strokes for its own words.
The Western Xia court introduced the script around 1036. It served Buddhist translation and state identity, following a precedent set by Khitan rulers roughly a century earlier. A Buddhist stone pillar in Baoding, carved with a prayer, bears Tangut writing dated 1502, after Western Xia fell.

Questions people ask
1Why does 𗿙 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
