What 𘂵 means

Its Unicode name is an inventory label, not a translation. Check a Tangut dictionary entry against the surrounding sentence; the strokes alone do not settle the reading.

Why did Western Xia create Tangut writing?

Li Yuanhao ordered the script around 1036 to serve the state and produce Buddhist scripture in Tangut. Its design drew on Chinese character forms and the earlier example of the Khitans, a neighboring people with their own scripts, but Tangut was not derived from Chinese. Surviving texts include Buddhist works, translations from Chinese and Tibetan, and secular writing.
