What 𘄛 means
Its code-point name identifies the sign, not its Tangut word. Unicode builds Tangut names from code points; the strokes are structural forms, not pictures of meaning.
The first Western Xia emperor established the script around 1036. It served administration, correspondence, and Buddhist scripture translation; later texts include law, Confucian works, military writing, and literature. Tangut manuscripts survive from the mid-11th century, and use continued into the 16th century. Chinese writing traditions shaped its forms, which explains the resemblance; it still records the separate Tangut language.

1Why does 𘄛 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
