What 𘅩 means
It means “rope” in Tangut. The generic Unicode name is an inventory label, not a translation.
Is 𘅩 Chinese writing?
No; it is a Tangut character from a separate writing tradition.
The script is also known in references as Xixia writing; it was developed for the Western Xia state. Its design drew on Chinese writing models and Khitan script traditions, used by a neighboring people.
Under Li Yuanhao, ruler of Western Xia, Tangut writing was put to use in 1036 for government and state identity, as well as translating Buddhist sacred texts. Manuscripts from Khara-khoto, a ruined city, probably date to the 12th or early 13th century and preserve Buddhist, Confucian, military, and literary works.
Historical, literary, and technical, rather than conversational.
Why does 𘅩 show as a box? Your font or app lacks Tangut coverage; the character itself is still there.

1Why does 𘅩 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
