What 𘆹 means
It means “to arrive.” Scholars romanize its Tangut reading as ni.
Western Xia’s rulers launched Tangut writing in 1036 to write their language and distinguish their state. A neighboring Khitan state had made its own scripts about a century earlier. One aim was a Tangut collection of Buddhist scriptures; surviving texts also translate Chinese and Tibetan works. Tangut writing continued after Western Xia fell in 1227; a Buddhist pillar dated 1502 is a later trace.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
