What 𘇳 means
Tangut lexicons gloss it as “blade” or “edge.”
In 1036, Li Yuanhao, ruler of Western Xia, a Tangut-led state in northwestern China, established Tangut writing for government, a Buddhist scripture collection, and a distinct state identity.
The earliest surviving example is an official document from 1072.
Tangut writing was visually influenced by Chinese writing but formed a separate script. Scholars compare its creation with script-making among the Khitan, another regional people, in the 10th century; this is a parallel, not proof of descent.

1Why does 𘇳 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
