What 𘈗 means

It is a Tangut character, not Chinese. Li Yuanhao, ruler of the Western Xia, ordered the script in 1036 to write Tangut, support Buddhist translation, and mark a distinct state identity. Earlier Khitan scripts offered a neighboring precedent; Chinese characters shaped Tangut forms, but the script did not descend from Chinese.

Tangut books include translations of Chinese classics, encyclopedias, military works, and literature. Buddhist printing continued in the Mongol-led Yuan dynasty after Western Xia fell in 1227.
