What 𘈖 means
It means “to cut” or “to correspond.” The surrounding Tangut text tells you which sense fits.
Tangut writing was created in 1036 for state-building, to build a Buddhist canon (a collection of Buddhist texts), and to distinguish the Tangut state from China's Song dynasty. It borrowed compositional ideas from Chinese writing but was not derived from it. Manuscripts found at Khara-Khoto probably date from the 12th or early 13th century; Tangut woodblock printing appears by the mid-twelfth century.
Outside a Tangut text or discussion, it reads as a specialist reference.
