What 𘈷 means
Scholars date the Tangut script to 1036–1037, under Western Xia ruler Li Yuanhao; the official Yeli Renrong was involved in its development and promulgation. It gave the state a writing system for Tangut and marked a distinct political identity.
The earliest surviving text is a 1072 official dispatch to a military inspector. A Tangut scholar described Tangut and Chinese writing as different in form but sharing roots. Researchers have also proposed influence from Khitan writing, another regional script tradition; that link is less certain.

1Why does 𘈷 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
