What 𘉡 means
A Tangut dictionary glosses it as “power.”
𘉡 is a word sign in Tangut writing, a script made for the Tangut language; it does not represent a Chinese reading.
The Tangut script was created in 1036 as part of state-building. Its design drew on Chinese writing principles and followed earlier scripts used by the neighboring Khitan people, but it was made to write Tangut. Compiling a Tangut Buddhist canon—a collection of Buddhist scriptures—is thought to have been a major reason; later books included Buddhist texts, translations from Chinese and Tibetan, and secular works.

Questions people ask
1Why does 𘉡 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
