What 𘉳 means
It means “raise” or “nourish.”
A Tangut–Chinese dictionary by Li Fanwen glosses 𘉳 as 養. That Chinese character supplies the meaning; it is not another form of the Tangut glyph.
Is 𘉳 Chinese?
No. It belongs to the Tangut script, which writes a different language.
The Tangut script was introduced in 1036, before Western Xia was founded. Its ruler's court commissioned adviser Yeli Renrong to create it for writing Tangut. Its forms echo Chinese writing, but they record another language.
After Western Xia fell in 1227, Tangut writing continued in Buddhist texts; two Buddhist prayer pillars at Baoding, dated 1502, are the latest known examples.
