What 𘉷 means
A kind of coarse cloth.
Tangut scholar Li Fanwen’s dictionary gives that gloss.
Why was Tangut writing used?
For state records and Buddhist translation.
The Tangut-led Western Xia state officially promoted its script in 1036 for state records and Buddhist translation. The earliest surviving document dates to 1072. Tangut writing later appears in Buddhist texts from the Yuan and Ming; the latest known dated example is from 1502. The script developed alongside Chinese and Khitan scripts, but remained distinct.

1Why does 𘉷 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
