What 𘋣 means
Its scholarly readings suggest sounds, not a translation.
Scholarly dictionaries list reconstructed readings: estimates of how the character was pronounced in Tangut. Those readings are pronunciation evidence, not an English translation of its use in a text.
Why was Tangut writing created?
Tangut writing served a state and its language.
Created around 1036 under the first Western Xia emperor, Tangut writing recorded the Tangut language and supported work on a Buddhist Canon, a collection of Buddhist scriptures. It also marked political and cultural distance from Song China.
The earliest transmitted Tangut document identified in scholarship is dated 1072. The surviving record includes official and private writing, Buddhist works, and Chinese texts translated into Tangut. A 1502 inscription shows the script remained in use after Western Xia fell, leaving evidence for Tangut language and history.
Is 𘋣 a Chinese character?
No. Tangut is a separate script.
Tangut writing took visual and structural ideas from Chinese traditions, but it records a different language and is a distinct script. Historians also discuss Tangut alongside the earlier Khitan script; this regional comparison does not make 𘋣 a Khitan character.
The Unicode Tangut chart files 𘋣 under radical 𘦘. A radical is a component used to group and find characters; it is not this character's meaning.
